党的十四大明确提出,我国经济体制改革的目标是建立社会主义市场经济体制,这就是说,作为经济基础的生产关系和生产力将要发生重大的变化。经济基础变了,教育作为上层建筑的一部分也必须相应地予以改变,否则就会成为经济与社会发展的一种阻力。然而,特区干部教育的现状,在一些方面却日益显示出不能适应市场经济发展的需要,这是目前急需研究和解决的问题。笔者认为,引进竞争机制,是促进特区干部教育水平提高的一项有力措施。经济体制改革使教育体制改革成为一项越来越迫切的战略任务。社会主义商品竞争,说到底是一种人才竞争,因为商品的质量、数量、更新、创新,日益取决于人才(劳动者)的素质,尤其是干部的素质,而
The 14th National Party Congress made it clear that the goal of China’s economic structural reform is to establish a socialist market economic system. This means that major changes have taken place in the relations of production and productivity as the economic basis. As the economic base has changed, education as a part of the superstructure must also be changed accordingly, otherwise it will become a drag on economic and social development. However, the status quo of the cadres education in the SAR has increasingly shown in some aspects that they can not meet the needs of the development of a market economy. This is an issue that urgently needs to be studied and solved now. The author believes that the introduction of competition mechanism is a powerful measure to promote the education of cadres in the SAR. The reform of the economic system has made education system reform an increasingly urgent strategic task. Socialist commodity competition, after all, is a talent competition because the quality, quantity, renewal and innovation of goods depend increasingly on the quality of personnel (laborers), especially the quality of cadres
