“短工化”是指近年来农民工群体尤其是新生代农民工务工周期短、频繁换工的一种现象。从调查来看,超过60%的农民工因为对用工单位条件不满意而选择主动辞职,在新生代农民工中这一比例显著高。从企业层面来看,现实当中用工单位为了降低人力成本,占取劳动者黄金年龄段,偏好具有弹性的短期雇佣,是导致农民工“短工化”的重要原因。“短工化”意味着农民工的工作极不稳定、处于快速变动的状态,这对于个人、企业或者社会整体而言均带来十分不利的后果。在当前招工难、寻工难等社会问题十分突出的背景下,这一现象尤其值得关注。
