飞行事故征候万时率和飞行事故征候万架次率在准确反映航空公司安全水平方面各自存在局限性,均不能同时客观公正地反映干线航空公司(尤其是以国际航线为主的大型航空公司)和支线航空公司的安全水平。本文提出一个衡量航空公司安全水平的新指标:飞行事故征候百亿架时率。通过衡量每百亿飞行小时起落架次中发生的飞行事故征候次数,该指标能避免在使用飞行事故征候万时率衡量支线航空公司安全水平时,因忽视支线运输起落架次多继而发生飞行事故征候概率大的事实所造成的局限性;同时又可避免使用飞行事故征候万架次率衡量干线航空公司安全水平时,因忽视干线运输巡航时间长继而发生飞行事故征候概率大的事实所造成的局限性。
The flight accident rate and flight accident frequency of vehicles each have their own limitations in accurately reflecting the safety standards of airlines. This article presents a new metric for measuring the safety of airlines: flight incidents in tens of billions of hours. By measuring the number of flight incidents occurring in landing gear flights per billion flight hours, this indicator avoids the probability of flight incidents occurring when ignoring the second-highest number of landing gear flights when using flight incident rates to measure the safety of regional airlines But also can avoid the limitations caused by the fact that the probability of flight accidents due to the long cruise time of the main line transportation is high when the flight accident rate is used to measure the safety level of mainline airlines.
