杭州经济技术开发区是经国务院批准于1993年设立的国家级开发区,位于杭州市东部,钱塘江下游北岸,距杭州市中心19公里。
杭州开发区规划占地面积104.7平方公里。经过近17年的建设,已开发24平方公里土地。
截止2002年4月,开发区内已落户207家外商投资企业。协议外商投资共22.19亿美元,实际利用外资9.78亿美元。
开发区吸引了一些知名的跨国公司。如摩托罗拉公司在区内开设了两家公司,一家生产通讯系统设备,另一家生产移动通讯设备(手机)。日本松下公司在区内建有5家企业,生产工业马达、热水器、家用电器等。还有西门子公司(高压开关)、三菱公司(移动通讯设备)、伊莱克斯(家用电器)和法国安万特公司(农药)等。
2001年在招商引资、生产和进出口方面,开发区均取得较好的成绩。全年合同外资4.01亿美元;实际使用外资1.62亿美元;进出口总额13.4亿美元,其中出口4.85亿美元。
对投资者来说,杭州开发区有5个突出的优势:
1.区位优势
开发区位于富庶的长江三角洲南翼,杭州市的东部,紧接钱塘江。它依托发达的浙江经济,北邻上海,南接福建,交通发达。在建的沪杭甬高速公路第二通道贯穿开发区。开发区距中国最大的组合港上海、宁波港均在90分钟车程内。10公里半径内还有萧山国际机场、铁路编组站和内河航运枢纽。

Hangzhou Zone with an A-Rating Investment Environment

Hangzhou Economic and Technological Development Zone (HETDZ) is a state-level development zone established in 1993 with approval from the State Council, the central government of China. The zone lies in the eastern suburbs of Hangzhou, the provincial capital of Zhejiang, east China. The Qiantang River flows by the zone‘s southern flank into the East China Sea.
HETDZ, 19 km from downtown Hangzhou, is designed to have a total land area of 104.7 square km. After close to ten years of construction, 24 square km has been developed so far.
By April 2000, the zone had played host to 207 foreign-funded enterprises. By then, the zone had attracted a contractual foreign investment of US$2.219 billion, of which US$978 million had actually been used.
HETDZ has attracted investment from a host of multinational corporations. Motorola has established two enterprises in the zone. One makes telecom equipment, and the other mobile telecom equipment, mainly cell phones. Matsushita of Japan has set up five enterprises in the zone, which make industrial motors, water heaters and home appliances. Other investors include Siemens (high-voltage switches), Mitsubishi (mobile telecom equipment), and Electrolux (home appliances).
In 2001, the zone achieved remarkable results in foreign investment attraction, production and exports/imports. During the year, contractual foreign investment reached US$401 million; foreign investment actually committed in the zone amounted to US$162 million; exports and imports totaled US$1.34 billion, of which exports were valued at US$485 million.
For investors, HETDZ has the following five outstanding advantages:
1. Superior location
The zone lies in the southern part of the booming Yangtze river delta, adjoining the Qiantang River. It is at the heart of Zhejiang economy, one of the most vibrant in the country. And it is a close neighbor of both Shanghai and Fujian. The zone has easy access to the well-developed transport network in east China. The Shanghai-Hangzhou-Ningbo expressway passes by the zone a short distance away, while a branch section of the expressway, called the Second Passage, which is now under construction, cuts right through the zone. The zone is a mere 90-minute car ride way from Shanghai, the biggest combination port in China, and from Ningbo, one of the top seaports of the country. Within a 10-km radius of the zone are Xiaoshan International Airport, a railway marshalling yard and a river transportation hub.
It is worth mentioning that Hangzhou is a tourist city known for its natural beauty. The famous West Lake lies in the western part of the city. In 2001, Hangzhou won a UN award for being a city with the "best living conditions."
2. Talent advantage
Lying 20 km from the zone is a well-known institution of higher learning, Zhejiang University. Within the zone itself, a higher education park is being built. The Hangzhou Xiasha Higher Education Park covers 10.12 square km and will be home to 15 institutions of higher learning, most of which will be devoted to sciences and engineering. Any enterprise is expected to find people they want as employees from within the zone. Taking advantage of new- and high-tech incubators established in the zone, people with professional expertise can start their own businesses within the zone.
3. Export advantage
With approval from the State Council, HETDZ has established within its boundary a Hangzhou Export-Oriented Processing Zone, zone within a zone, where a "within-boundary extra-customs" policy applies, namely, all goods that have entered the zone are regarded as exports. At present, there are nationwide 17 export-oriented processing zones that have been established within the boundary of economic and technological development zones with approval by the State Council. In HETDZ‘s export-oriented processing zone, special policies apply, giving great convenience and benefits to enterprises engaged in export-oriented processing. The zone is a choice site for investors interested in export processing with supplied materials or imported materials. The processing zone within HETDZ at present is home to eight enterprises. The zone covers 2.9 square km and began operation in May 2001.
4. Investment environment advantage
Hangzhou is one of the cities in China that have the best investment environment. The Taiwan Electrical Engineering and Electronics Association, in its "An Investigative Report on Investment Environment and Risks in the Mainland," announces that most Taiwanese businesspeople regard the Yangtze River Delta as the area with the best investment environment in the mainland. Hangzhou in the Yangtze River Delta is one of seven cities with an A rating. In terms of "overall satisfaction level," Hangzhou ranks at the top of the seven.
5. Policy and services advantage
In addition to preferential policies granted to a state-level economic and technological development zone, enterprises in HETDZ enjoy special preferential policies adopted by the Hangzhou municipal government. Separate preferential policies apply to foreign-funded, domestic and high-tech enterprises. Details are available at this website: www.hetz.gov.cn.
For HETDZ, the focus of development is to build "two ports and three zones." The two ports refer to "a new pharmaceuticals port" and "an information industry port." The new pharmaceuticals port, which covers 1.67 square km of land within HETDZ, focuses on bioengineering and the research, development and production of natural pharmaceuticals. The pharmaceuticals port at present plays host to 10 enterprises. According to an HETDZ administration plan, the zone will ultimately be home to 50 research institutes and productive enterprises. The information industry port, which covers 1 square km, focuses on developing IT industries. So far, more than ten high-tech businesses have established operation in the port, producing IT equipment, integrated circuits and laser disks, among others.
The three zones refer to the economic zone, export-oriented processing zone and higher education zone, as mentioned above. Construction of the three zones is in full swing.
