妥善安排企业的富余人员,是人事劳动制度改革中比较复杂,难度较大,需要认真研究解决的问题。根据对部分建材企业的调查,在人事劳动制度改革中形成的富余人员,多数属于以下四种情况: 一是老、弱、病、残职工。企业全面实行计件工资与定额工资之后,这部分人员的身体状况和业务素质都难以适应承包要求,特别在优化劳动组合,实行择优上岗的办法后,这部分职工很难进入班组。
Properly arranging surplus personnel for enterprises is a complex and difficult task in the reform of the personnel and labor system, which requires careful study and solution.
