On August 3, 1961, Xie Juezai, then president of the Supreme People’s Court, wrote a letter to Liu Shaoqi who presided over the day-to-day work of the Central Government. In his letter, he reported in detail the serious situation in which the legal order in the country was chaotic and caused a great deal of unjust misconduct. He also stated five reasons: First, due to the fact that some leading cadres are prone to becoming hot and lacking in a pragmatic attitude.
