Franklin D.Roosevelt and Sumner Welles formed a plan to restore world peace in October 1937.This plan suggested that President Roosevelt inquired of other governments in the world to be willing to take part in a world conference,which he would prepare to call on,for the purpose of attempting to achieve a common agreement on the basic principles which should be observed in international relations.But the United States itself did not prepare to assume any responsibility for the political aspects.Meanwhile,there was a strain of skepticism about American policy among the British Cabinet ministers,and the Prime Minister Neville Chamberlain felt that this plan would wreck British’s approach to appeasement.Hitler annexed Austria on 12 March 1938 and Roosevelt|Welles Peace Plan had to end in frustration.
