随着社会主义市场经济的确立和逐步完善,军队机关后勤保障工作暴露出机构臃肿,管理机制陈旧老化,设施设备利用率低下,财力、物力浪费严重,经济效益差等弊端。本文在充分调查研究的基础上,提出了军队机关后勤工作改革的思路是:以更好地保证领导机关高效有序地履行军事职能为前提.以转换后勤服务单位的经营机制为核心,以提高后勤保障能力为目的,以后勤服务单位逐步转变成为自收自支的服务经营实体为目标,最终实现后勤保障社会化。
With the establishment and gradual improvement of the socialist market economy, the logistical support work of the military organs exposed the drawbacks of over-bloated institutions, outdated management mechanisms, low utilization of facilities and equipment, serious financial and material waste, and poor economic returns. On the basis of full investigation and study, this paper puts forward the thinking of reforming the logistical work of the military organ on the premise of better ensuring the leading organs perform their military functions in an efficient and orderly manner. With the transformation of the operating mechanism of logistic service units as the core, Logistics support capability for the purpose of logistics service unit gradually transformed into a self-supporting service business entity as the goal, and ultimately socialization of logistics support.
