水权初始分配,是水权制度建设中不可或缺的一部分,它既可以有效地达到明晰水权的目的,也为水权交易的发展提供基础和条件.以黑河流域中游张掖市甘临高地区作为研究区,基于初始水权分配原则的指标体系,选用2020年作为规划水平年,采用多层次多目标模糊优选法分配流域区域初始水权,并以2009年作为参照年,通过对比参照年内不同的水权分配模式来验证该分配模型的合理性.结果表明:在该分配模式下,2020年甘州区初始水权的分配比例为35.8%,临泽县的分配比例为30%,高台县的分配比例为34.2%.另外,通过合理性检验可知,基于原则的综合分配模式,相较于其他的分配模式,更具现实性、公平性、高效性、可持续性及政策性.
The initial distribution of water right is an indispensable part of the construction of the water right system, which not only can achieve the purpose of clarifying water rights effectively, but also provide the foundation and conditions for the development of water rights transaction. Area as the research area and based on the index system of initial water rights allocation principle, 2020 was selected as the planning level year, and the initial water rights of the basin area were assigned by multi-level fuzzy multi-objective fuzzy optimization method. The year 2009 was taken as the reference year, The results show that under the distribution model, the distribution ratio of initial water right in Ganzhou District in 2020 is 35.8%, that in Linze County is 30%, and that in Gaotai County And 34.2% respectively.In addition, the rationality test shows that the principle-based integrated distribution model is more realistic, fair, efficient, sustainable and policy-oriented than other distribution models.
