管理是生产力,而且是越来越重要的生产力要素,这已被国内外的长期实践所证明。而生产力有潜在生产力与现实生产力两种形态,前者是后者的基础,后者是前者在生产过程中的实际发挥或实现。我国经济建设中出现的盲目建设,争上项目、上规模的现象,正是由于在理论上没有弄清生产力具有两种形态所造成的。由于不清楚两者的区别和界限,误认为潜在生产力就是现实生产力,误认为生产力诸要素的质和量越多越高,现实生产力水平也就越高。不知道对于现实生产力而言,管理才是真正起着关键的决定性作用的生产力要素。对于管理的任何形式、任何层次的忽视,都会造成社会生产力资源的浪费和破坏。因此,为了突出管理在生产力中的关键作用,有必要把“管理”从“科学技术”中独立出来,作为现实生产力中的一个新的独立的要素。
Management is productivity, and it is an increasingly important factor of productivity, as evidenced by long-standing domestic and international practices. Productivity has two forms of potential productivity and real productivity, the former is the basis of the latter, and the latter is the former actual play or realization in the production process. The phenomena of blind construction, project competition and scale on the economic construction in our country are exactly caused by the fact that there are no two forms of productivity in theory. Since we do not know the difference between the two and mistakenly believe that the potential productivity is the actual productivity, the higher the quality and quantity of the various elements of the productive forces, the higher the actual productivity. I do not know that for real productivity, management is the productivity factor that really plays a crucial and decisive role. For any form of management, neglect at any level, will result in the waste and destruction of social productive forces resources. Therefore, in order to highlight the key role of management in productivity, it is necessary to separate “management” from “science and technology” as a new independent element in the real productivity.
