In the early 1950s, Minamata disease that shocked the coasts of Kyushu, Japan, came into being. As a result, Japan implemented an active and effective management of coastal waters. In the 1960s, oil pollution on the Atlantic and Pacific coasts of the United States was grave, causing the United States federal and local governments’ attention to coastal zone management and taking effective measures. In January 1969, the US Marine Science, Engineering and Resources Council first proposed the concept of “coastal zone management” in the “Our Country and Oceans” policy proposal.
