思想政治工作在石油工业的发展中发挥了不可替代的作用,是一项必须长期坚持的工作。面对新时期出现的一系列新情况、新矛盾、新问题,石油企业思想政治工作面临新的机遇和严峻的挑战,特别需要对思想政治工作进行整体思考,系统谋划,全面改进,这是关系到思想政治工作能否从整体上、宏观上促进石油企业经济工作稳定、持续、健康发展的大问题,也是思想政治工作自身有序长效运转的需要。石油企业建立长效工作机制,是加强、改进新时期思想政治工作所必须,是适应现代企业制度的需要,也是应对WTO挑战,促进石油企业“走出去”的需要。其主要内容为,建立思想政治工作的组织领导机制、运行机制、预警机制和政工干部选拔、培训、聘任、考核机制。
