当前我国铁路运输企业仍处于计划经济向市场经济转型过程中,运价的制定和调整权均集中在国家价格管理部门。作为铁路运输营运主体的铁道部却难以自行通过市场调节手段对其进行管理,逐渐在与公路、航空以及海运的竞争中显现出了被动。因此,为了更好的参与运输市场的分配,铁路运价改革势在必行。
At present, China’s railway transport enterprises are still in the process of transition from a planned economy to a market economy. The development and adjustment of tariffs are concentrated in the state price management departments. However, the Ministry of Railways, the main body of rail transport operations, has difficulty in regulating itself through market adjustment and gradually shows its passivity in the competition with highways, airlines and seaborne transport. Therefore, in order to better participate in the distribution of the transport market, railway tariff reform is imperative.
