针对长期以来国内外认为的充填采矿法就是环保的传统观点,用翔实的数据分析、论证,认为充填法在减少土地占用上对环保有正面作用,但也认为充填法会对地下水形成隐性污染,并且会间接产生大量碳排放,其实并不环保。特别是从是否可恢复治理角度来看,充填法对环保的负面作用是大于其它采矿方法的。要解决当前充填法与环保的错位认识和做法,我们首先应从立法的角度,针对充填法污染地下水存在的问题,制定专项条款进行控制;其次,应效仿节能做法,制定出各个行业的碳排放标准并据此制定相应的碳排放设计规范。只有在相关法规的制约下,我们才能客观认识充填法与环保的关系。
