长久以来的行业垄断和固定业务,导致不少经营性事业单位的市场竞争力下降。目前进行的文化体制改革,由于事业单位参与市场竞争需要一个适应期,加之“事转企”后普遍存在的职工待遇下降、人员安置成本较高等问题,改革的难度较大。宁波报业印刷发展有限公司作为全省第一家事业体制改革试点单位,经过5年的探索实践,制定实施了一系列与改革发展相适应的体制机制与经营模式,取得了丰硕的成果。
