在国际形势多变、经济改革不断深化、国内市场经济制度逐步建立与完善的今天,事业单位外部环境也开始了有了新的变化。相当大比例的事业单位体制已经发生了根本性变化,部分从单位改制成为面向市场的企业性经营组织,部分则实行了事业管理与运行的财务分离制。立足于这一新形势下,传统的人力资源管理模式显然难再适应时代发展,因此寻求有助于自身发展的新思潮,探索创新之路已是必然之举。人才对于现代企业或事业单位于市场中的竞争和发展中有着关键性作用,所以,如何有效吸引人才、留住人才,强化核心竞争力等系列革新举措,已成为单位发展的首要任务。
As the international situation is changing, the economic reform deepens, and the domestic market economy system is gradually established and perfected, the external environment of institutions has also begun to undergo new changes. A substantial proportion of PSUs have undergone fundamental changes. Some of them have been transformed from units to market-oriented enterprise management organizations, while others have implemented the financial separation system for the management and operation of their businesses. Based on this new situation, it is clear that the traditional mode of human resource management will no longer be able to adapt to the development of the times. Therefore, it is an inevitable move to find a new trend of thought conducive to its own development and to explore innovative ways. Talent plays a key role in the competition and development of modern enterprises or institutions in the market. Therefore, how to effectively attract talents, retain talents and strengthen core competitiveness has become the top priority for the development of a unit.
