三峡船闸船舶过闸面临多方面危险,完善船舶安全过闸管理具有重要意义。针对三峡船闸建成以来船舶过闸碰撞事故特点,运用风险管理的相关知识,结合危险源的相关知识和专家经验分析,确定船舶过闸碰撞事故因素分类及因素之间的关联,通过风险分析解释结构模型法(ISM)得出三峡船闸船舶过闸碰撞事故风险因素层次分布图,对船舶过闸避碰提供应对措施建议。主要探讨了三峡船舶过闸碰撞风险因素的识别与关系分析、风险因素解释结构模型及风险应对,并研究风险管理在船舶过闸碰撞事故中的运用。
The ship lock of the Three Gorges Project Lock is facing many dangers and it is of great significance to improve the management of ship safety. Aiming at the characteristics of ship collision in the past since the construction of Three Gorges Ship Lock, this paper uses the knowledge of risk management, combined with relevant knowledge of dangerous sources and expert experience analysis to determine the classification of ship collision and its correlation with factors, The Model Method (ISM) obtains the hierarchy distribution of the risk factors of the ship collision of the Three Gorges Project ship lock and provides the countermeasures for the ship collision avoidance. This paper mainly discusses the identification and relational analysis of the risk factors of the ship lock in the Three Gorges Project, the structural model of risk factor explanation and risk response, and the application of risk management in the collision of ship’s gate.
