回顾建国以来食品安全体系建设走过的历程,对比国外同行的先进经验,我们可以得到如下几点认识:食品安全体系建设是一个需要不断发展的活的历史过程;在社会主义市场经济条件下,迫切需要充分调动企业自身、政府机构、新闻媒体和普通公众各个方面的积极性,建立一套权责清晰、行之有效的食品安全卫生监管体制;应当借助对外开放的有利时机,密切结合中国的现实国情,积极采纳先进国家的优秀经验,洋为中用,把食品安全问题纳入现代化建设的总盘子中考虑,在社会整体进步中推动问题的解决。
Reviewing the course of food safety system construction since the founding of PRC and comparing with the advanced experience of foreign counterparts, we can get the following recognition: The construction of food safety system is a live historical process that needs continuous development; Under the condition of socialist market economy, There is an urgent need to fully mobilize the enthusiasm of enterprises themselves, government agencies, the news media and the general public in all aspects and establish a system of supervisory and regulatory authority for food safety and hygiene that has clear and well-defined powers and responsibilities. We should make use of the favorable opportunity of opening up to closely integrate the reality in China National conditions, and actively adopt the excellent experience of advanced countries for foreign use, consider food safety issues in the overall plate of modernization and promote the solution of problems in the overall social progress.
