基层教育科研管理部门往往会存在以下偏失:对中小学教育科研课题检查次数多,指导深度不够;课题事务性管理多,对教师科研素养的专业引领不足;就课题论课题多,课题之间的交流少等。为此,教育科研部门必须转换思路,深入教育现场指导课题开展,全程跟踪管理保障研究质量,组织“科研工作坊”拓展研究思路,加强科研培训发展教师的科研能力等。
