当今世界,谁抢占了人才培养、吸引和发展的制高点,谁就能赢得未来。我国中长期人才发展规划纲要(2010-2020年)把突出培养造就创新型科技人才放在人才队伍建设的首要位置。“十二五”时期是我国产业结构战略性调整和转型升级的关键时期,我们要以文化创新为先导、以经济技术创新为支撑、以制度和管理创新为动力、以人才建设创新为保障,培养造就创新型人才,推进创新型企业建设,才能确保企业持续健康发展。
In today’s world, whoever seizes the commanding height of personnel training, attraction and development can win the future. China’s long-term talent development plan (2010-2020) to highlight the training of innovative scientific and technological personnel on the construction of personnel ranks first. The 12th Five-Year Plan is a critical period for the strategic readjustment and transformation and upgrading of China’s industrial structure. We should take cultural innovation as the guide, economic and technological innovation as the support, institutional and management innovation as the driving force, and talent innovation as Guarantee, cultivate and cultivate innovative talents and promote the construction of innovative enterprises in order to ensure the sustainable and healthy development of the enterprise.
