宁海县总工会针对“企业工会建起来,作用却难发挥”、“企业工会形同虚设,成了空壳子”等问题,推行了“四个同步”的办法,即边组建边协商边管理边创建,将工会组建、工资增长机制建设、企业民主管理、和谐企业创建四项工作有机结合,一步到位。同时对四项工作又分别设计实施载体,增强其操作性,如工会组建强调程序到位、账户独立、班子成立;工资增长机制建设中,将重点推动企业开展工资集体协商,引导企业建立技能评聘制度,督促企业执浙江省宁波市宁海县总工会最低工资标准;在企业民主管理建设中,强调规范召开职代会、不断完善集体合同、固定公开栏、设立意见箱和建立
Ninghai County Federation of Trade Unions implemented the “Four Synchronization” approach in response to such problems as “the establishment of enterprise unions, the role of which is difficult to play” and “the unions of business enterprises are in name only and have become empty shells.” While negotiating and setting up the management side, the four tasks of union formation, mechanism of wage increase, establishment of democratic management of enterprises and creation of harmonious enterprises are organically integrated in one step.
