刘峙主政河南期间,为整饬吏治,在县长的选拔、任用、监督和激励等方面形成了一套比较系统的管理机制。其县长选拔有临时考试与甄用、设所训练、劳绩存记、人才登记、特殊县份不拘成法、举办县长检定等六种,在县长委任方面根据不同县份的具体特点,采酌委和轮委的办法,轮委又有四轮和六轮之分,前后有所变化。其县政监督利用官方监督和民众监督相结合,形成了省政长官和视察员巡视制度、行政督察区制度、团体视察制度、工作函报制度、民告官制度等多种体系。在此基础上,刘峙主政下的省政府注重加强对县长的考绩和奖励,并将结果列为金、红、白、黑四榜公示,以激发县长群体的工作潜力。刘峙省政府的县长管理机制在一定程度上促进了县长管理的规范化、法制化,优化了县长人选,在澄清吏治方面起到一定的成效。然而,这套机制在人才选任及监督方面官方色彩浓厚,缺乏民主底蕴,在考绩和奖惩上又过于注重经济因素,其缺陷是明显的。
