目的进行草原集训演习公共卫生事件风险识别与评估,为科学开展部队重大活动公共卫生安全保障提供科学依据。方法在对集训地域进行卫生流行病学调研基础上,结合文献调研资料、经验判断,确定公共卫生事件发生可能性及严重性,利用风险矩阵分析方法,确定各类事件的风险水平。结果确立了传染病疫情事件、食品安全事件、水安全事件、病媒生物引起的公共卫生事件及其它共5类50种风险事件,包括高风险事件20种,中度风险事件23种,低风险事件7种。高风险事件分别为流行性感冒、腺病毒感染、感染性腹泻、细菌性痢疾、鼠疫,沙门菌食物中毒、变形杆菌食物中毒、致病性大肠杆菌食物中毒、金黄色葡萄球菌食物中毒、四季豆中毒、豆浆中毒、毒蘑菇中毒、毒鼠强等急性鼠药中毒、有机磷农药中毒、亚硝酸盐中毒、砷化物中毒、旋毛虫病、水源污染事件、病媒生物大量孳生、中暑。结论此方法和指标体系的建立,为草原集训演习公共卫生事件风险评估打下科学基础,进而为推进集训演习公共卫生保障筹备工作提供了直接决策依据和指导建议,为部队类似活动提供了参考依据。
Aims To identify and assess the risks of public health events in grassland training exercises and provide a scientific basis for scientific public health and safety assurance in major military activities. Methods Based on the investigation of epidemiology in the training camps, combining with the literature research and experience judgment, the possibility and seriousness of public health incidents were determined. The risk matrix analysis method was used to determine the risk level of all kinds of incidents. Results The epidemic situation, the food safety incident, the water safety event, the public health incident caused by the vector organism and other five kinds of 50 kinds of risk events were established, including 20 kinds of high-risk events, 23 kinds of moderate-risk events, low risk 7 kinds of events High-risk events were influenza, adenovirus infection, infectious diarrhea, bacillary dysentery, plague, Salmonella food poisoning, Proteus food poisoning, pathogenic E. coli food poisoning, Staphylococcus aureus food poisoning, green beans Poisoning, soymilk poisoning, poisonous mushroom poisoning, poison rat poisoning and other acute rat poisoning, organophosphorus pesticide poisoning, nitrite poisoning, arsenic poisoning, trichinosis, water pollution incidents, a large number of vectors breeding, heat stroke. Conclusions The establishment of this method and index system lays a scientific foundation for risk assessment of public health events in grassland training exercises, and provides direct decision-making basis and guidance for the preparation of public health security for training exercises, which provides a reference for similar activities of troops.
