18世纪煤炭已成为英国不可替代的战略能源,但煤矿生产管理混乱、技术落后等因素造成事故频繁发生。受家长主义、新自由主义思潮的影响,在进步贵族绅士及社会团体的推动下,从19世纪中期开始,英国的煤矿立法提上日程,并取得了巨大成绩。这一措施很大程度上改善了英国的煤矿状况,加强了对煤矿的治理。同时,立法进程也反应了英国政府执政观念和职能的转变。
The eighteenth century coal has become an irreplaceable strategic energy source in the United Kingdom. However, accidents such as messy coal production management, backward technology and other factors have caused frequent occurrences. Under the influence of patriarchalism and neoliberalism, with the promotion of aristocratic gentry and social groups, Britain’s coal mining legislation has been put on the agenda since the mid-19th century and tremendous achievements have been made. This measure has greatly improved the status of coal mines in the United Kingdom and strengthened the management of coal mines. At the same time, the legislative process also reflects the change of the British government’s concept of governance and its functions.
