1989年,中央军委决定,在坚持经院校培养生长干部为主的同时,从一定范围内遴选部分优秀士兵经过必要的培训提拔为干部.这是对院校生长干部制度的一个补充,也是加强基层建设的一项重要措施.这一制度实行以来,既缓解了基层干部缺额较多的矛盾,保留了基层建设的骨干和人才,也激发了广大士兵爱军习武的热情,受到部队的普遍欢迎.如何进一步完善优秀士兵提干工作,把这一制度坚持好,笔者认为当前应注意以下几个问题.一、进一步端正思想认识从这几年的情况看,各级领导和机关都比较重视,能够把优秀士兵提干作为加强干部队伍建设和基层建设的一项重要工作来抓,严格掌握标准和条件,严格考核和筛选,较好地保证了质量,部队普遍反映较好.如某基地1989年至1994年,从优秀士兵中共选拔了284名干部,从目前看,绝大多数同志思想稳定、工作努力,胜任本职,在群众中威信较高,其中有170名同志提干后再次立过功或受嘉奖,有25名同志已走上了连队的领导岗位,有4名同志已跨入了营一级的领导班子.但是,应该看到,士兵提干工作
