建国以来,全国林业调查设计部门管理体制一直都是事业管理,迄沿至今已三十年之久。实践证明,这种管理制度有一定科学性,但也存在着一定问题。事业管理首先是经费年年有保证,经济管理就形成了“供给制”,吃“大锅饭”倾向严重,对生产发展是不利的。随着经济管理体制改革,日益暴露了它的缺陷和不足。党的三中全会以后,由于四化建设的蓬勃发展,调查设计单位在管理体制上也作了一些改进,例如我们单位试行了粗线条的“经费包干、节余留成”的经济管理办法。但由于相应的其它管理工作跟不上,尤其是生产和经济责任

Practice has proved that this management system has some scientific, but there are also some problems.
