党的十四届三中全会提出了要在国有企业建立现代企业制度的重大决策,在党的十四届五中全会中上又明确提出,实现“九五”计划和2000年的奋斗目标,关键是实现两个具有全局意义的转变。很多改革试点企业的实践证明,推进企业公司化改造、建立现代企业制度,最终实现两个转变是国有大中型企业深化改革,谋求发展的必由之路。本文试从国有企业公司化改造的角度,对新形势下的职工民主管理提出若干分析和思考,以期探索当前调动广大职工的主人翁积极性,组织职工参与和推进企业改造和发展的思路。一、国有企业公司化改造中,职工民主管理出现的新情况和新问题
The Third Plenary Session of the 14th CPC Central Committee proposed a major decision to establish a modern enterprise system in state-owned enterprises. At the Fifth Plenary Session of the 14th Central Committee of the Party, it was clearly stated that the realization of the Ninth Five-Year Plan and the goal of the 2000 struggle, The key is to achieve two changes that have global significance. The practice of many reform pilot companies has proved that the promotion of corporate transformation, the establishment of a modern enterprise system, and the eventual realization of two changes are the only way for deepening state-owned large and medium-sized enterprises to seek development. This paper tries to analyze and think about the democratic management of the employees under the new situation from the perspective of the transformation of state-owned enterprises, with a view to exploring the current mobilization of the enthusiasm of the majority of employees, the organization of employee participation and the promotion of the transformation and development of enterprises.
