鞭打快牛与人才早逝是一对孪生兄弟,优秀人才早逝与否,在很大程度上是领导者不能采取一系列科学的管理办法来为各类人才茁壮成长创造条件,其中最常见的一种办法就是鞭打快牛。所谓鞭打快牛,是指不从实际出发,对做出贡献的先进单位、先进个人来年加倍下达任务导致优秀人才不能完成指令性任务自然倒台的社会现象。鞭打快牛所特有的计划管理,使许多优秀人才昙花一现。具体来讲,鞭打快牛与人才早逝的相互关系,可以从以下三个方面加以剖析。一、人才成长的艰巨性与鞭打快牛以奉献为根本特征的人才,无一不是通过自己
