目的了解疾病预防控制机构卫生应急人力资源现状,为疾病预防控制机构人力资源的合理配置提供科学依据和政策建议。方法通过调查表收集湖北省疾病预防控制机构卫生应急人员个人资料,采用描述性流行病学方法对人力资源现状进行分析。结果湖北省疾病预防控制机构现有应急人员2729人,其中技术人员占80.73%,管理人员占19.27%;年龄构成呈纺锤型,以35~44岁年龄组为主,占38.77%(1058/2729);学历以大专和中专为主,合计占75.71%(2066/2729);职称以中级为主,占49.54%(1352/2729);来自于预防医学专业的人员最多,占48.11%(1313/2729);不同疾病预防控制机构之间人员素质得分不均衡,省、市、县得分分别为:8.48分,7.67分,5.89分,省级人员平均素质得分是市级的1.11倍,县/区级的1.44倍。结论调整和完善疾病预防控制机构卫生应急人力资源配置,应加强政府职能、加大公共卫生投入,健全继续教育和应急培训机制,建立人力资源建设与发展的长效机制。
Objective To understand the status quo of human resources for health emergency of disease prevention and control institutions and provide scientific basis and policy recommendations for the rational allocation of human resources in disease prevention and control institutions. Methods A questionnaire was collected to collect the personal data of emergency responders in Hubei CDC, and the descriptive epidemiological method was used to analyze the current situation of human resources. Results The disease prevention and control institutions in Hubei Province now have 2,729 emergency personnel, 80.73% of whom are technicians and 19.27% of managers. The age structure is spindle type, with the age of 35-44 accounting for 38.77% (1058/2729 ). The academic record was mainly college and technical secondary school, accounting for 75.71% (2066/2729) in total. The main job title was middle class, accounting for 49.54% (1352/2729); the most from the preventive medicine specialty was 48.11% (1313 / 2729). The scores of the quality of personnel in different disease prevention and control institutions are not balanced. The scores of provincial, city and county are respectively 8.48, 7.67 and 5.89. The average quality score of provincial staff is 1.11 times that of municipal level, District-level 1.44 times. Conclusion To adjust and improve the human resource allocation for health emergency of disease prevention and control institutions, we should strengthen government functions, increase investment in public health, improve the continuing education and emergency training mechanism, and establish a long-term mechanism of human resources construction and development.
