军队作为国防人力资源管理的垄断性组织同样存在X低效率。通常,X低效率水平等于军队最大的战斗力生成水平与实际战斗力生成水平之差。导致X低效率的原因有:传统的人事管理制度、国防人力资源的选择理性、劳动合同的不完全性和激励约束机制不健全。降低X低效率必须树立以人为本的管理思想,创新国防人力资源管理体制,完善激励约束机制,营造和谐的军营环境。
The military also has a low efficiency as a monopoly organization for the defense of human resources management. Normally, the level of X inefficiency is equal to the difference between the army’s maximum combat effectiveness and its actual combat effectiveness. The reasons leading to the low efficiency of X are: the traditional personnel management system, the rational choice of national defense human resources, the incompleteness of labor contracts and the imperfect incentive and restraint mechanisms. To reduce the inefficiency of X, we must establish a people-centered management thinking, innovate the system of national defense human resources management, improve the incentive and restraint mechanism and create a harmonious military camp environment.
