国家广播电影电视总局日前颁发《广播电视广告播放管理暂行办法》。有了这个办法,广播电视播放广告也就有了规矩。但笔者看了该暂行办法的全文,对今后广播电视播放广告能否严守之,却还心存疑虑。早在1997年2月19日,广播电影电视部就以广发编字(1997)76号颁发了《关于进一步加强广播电视广告宣传管理的通知》,对广播电视广告的内容、播放总量、广告插播等进行全面规范。但是,这个规范执行得并不好。于是,国家广播电影电视总局又在1999年8月23
