培育光伏战略性新兴产业的对策研究

随着光伏技术在全球范围内的成熟和完善及光伏产业在全球经济中的战略地位的凸现,光伏产业的战略地位将日益明显。未来光伏产业的发展趋势将呈现出以下特点:从产能方面看,光伏产能将持续快速增长;从发展区域看,未来光伏产业在发展中国家有望加速发展;从光伏技术发展趋势看,薄膜太阳能电池将快速增长;光伏电池生产成本将继续大幅降低;行业组织结构集中度有进一步下降的趋势。近年来,我国光伏制造业快速增长,已经基本形成了包括光伏系统集成应用、光伏应用产品制造和专用设备制造等在内的比较完整的制造产业链。但是仍存在光伏产业链各环节发展不均衡;关键技术和核心设备依赖进口,制约产业健康发展;技术标准和规范的不健全引致产品质量和可靠性不高;市场环境体系建设不完善等问题。因此,我们必须针对当前光伏产业发展中面临的问题,加快国家层面的新能源产业振兴规划的研究编制工作,明确光伏产业发展的具体目标、建设布局及战略导向,促进我国光伏产业快速、健康和稳定发展。 With the maturity and perfection of photovoltaic technology in the world and the prominent position of the photovoltaic industry in the global economy, the strategic position of the photovoltaic industry will become increasingly evident. However, there is still an unbalanced development in all sectors of the PV industry chain. Key technologies and core equipment rely on imports and restrict the healthy development of the industry. Unscrupulous technical standards and norms lead to low product quality and reliability, and imperfect market environment system. Therefore, we must address the current problems facing the development of PV industry, speed up the compilation and research of the national energy plan for the new energy industry, clarify the specific targets for the development of the PV industry, build the layout and strategic orientation and promote the rapid and healthy development of PV industry in China steady development.
