排污权交易是利用市场机制来确保环境质量的一种成本效率手段,实践中,水污染物的排放权交易(即水质交易)在众多国家却屡陷困境。本文对该领域理论研究的相关主题进行了梳理和解读,并集中考察了水质交易过程中的三个根本性内容,即水质交易的时空约束问题,水质交易的市场结构问题以及水质交易的交易费用和政府行为问题。我们应充分借鉴国内外的上述理论成果和实践经验,针对性地完善水质交易的各项基础条件,进而逐步将现行的非交易的许可证制度发展成为可交易的水污染物排放权制度。
Emissions trading is a cost-effective way of using market mechanisms to ensure the quality of the environment. In practice, emissions trading of water pollutants (ie, water quality trading) has been repeatedly troubling in many countries. In this paper, the related topics of theoretical research in this field are reviewed and interpreted, and the three fundamental contents in the process of water quality trading are focused on, namely, the time and space constraints of water quality trading, the market structure of water quality trading and the transaction costs of water quality trading And government behavior issues. We should make full use of the theoretical and practical experiences both at home and abroad to improve the basic conditions of water quality transactions and gradually develop the current non-trading permit system into a tradable water pollutant emission right system.
