几千年前,中国最古老的诗歌经典《诗经》中即已出现这样的语句:“民亦劳止,汔可小康”。这是“小康”一词在中国文化中第一次出现。在西汉《礼记礼运》中,“小康”作为一种社会模式得到了系统的阐述,成为仅次于“大同”的理想社会的代名词。 几千年后,中国共产党的十六大政治报告中再次提及小康时,向13亿中国人宣示:在未来20年全面建设小康社会。 全面建设小康社会需要许许多多艰苦细致的工作,其中扶贫解困工作就是一项具有深远意义的工作。江泽民同志在十六大报告中指出:“必须尊重劳动、尊重知识、尊重人才、尊重创造。”并强调:“要高度重视和关心欠发达地区以及比较困难的行业和群众,特别要使困难群众的基本生活得到保障,并积极帮助他们解决就业问题和改善生活条件,使他们切实感受到社会主义的温暖。”
