谈科技保密工作的几个问题

科技保密指的是在科学技术领域中关系国际安全和利益,依照法定程序确定,在一定时间内只限一定范围的人员知悉的科技秘密实施防范措施,保护不泄露技术秘密。 随着改革开放的不断深入,科技和保密处于激烈的国际竞争环境中,因此,新时期的科技保密的内容和范围均发生了变化,出现了一些新的特点即范围扩大了、渠道增多了、窃密手段更新了,尤其是高新技术领域已成为窃取的重点。针对这种变化和特点,做好科技保密工作,必须处理好以下几个关系。 科技保密与国内外学术交流的关系 科技合作与交流是科学技术发展的客观要求,也是当代科技发展的一个显著特点。技术保密和科技合作与交流在一定程序上是矛盾的,但从目的上来看,两者都是维护和增强自身的科技实力。因此,在科技合作交流中要注意以下几点。 国内外科技合作与交流其内涵具有竞争性。 科技人员在科技合作与交流活动中,不得涉及国家科学技术秘密,要严加防范,增强自我保护意识。 国内外科技合作与交流要做到“有所密,又有所不密”。 要使每位科技人员在科技合作与交流中,明白哪些内容可交流,哪些内容不可交蔬。关键在于“保”有利,还是“放”有利。其要则不应失去某一技术领域的领先水平。 国内外科技合作与交流要权衡利弊。 Technology confidentiality refers to the relationship between the international security and interests in the field of science and technology, in accordance with legal procedures to determine, within a certain period of time, only a certain range of personnel know the technology secret to implement preventive measures, protection does not disclose technical secrets. Therefore, in science and technology cooperation and exchange should pay attention to the following points. The connotation of scientific and technological cooperation and exchange at home and abroad is competitive. In scientific and technological cooperation and exchange activities, scientific and technological personnel shall not engage in any state secrets of science and technology, strictly guard against them and enhance their awareness of self-protection. At home and abroad to achieve scientific and technological cooperation and exchange, “there is some secret, there are not close.” We must make every scientific and technological personnel understand what is exchangeable and what is not to be paid for in science and technology cooperation and exchange. The key is to “protect” the favorable, or “put” favorable. Instead, they should not lose the leading level in a particular field of technology.
