从调查的情况表明,目前有许多企业在实行租赁经营以后。租赁者只看眼前的利益,甚至形成掠夺性经营。其主要问题有以下三点。一是承租者的短期行为。目前租赁经营企业的租赁期限一般为3~5年,企业经营好了,租赁者有一定的利益,经营不佳,要倾家荡产。这就必然带来承租者的短期行为。如不考虑企业的长远发展,单纯地追求近期利润,在租赁期内,必然不到万不得巳时,是不愿维修设备和修缮厂房的,更不愿在培训人才等方面花钱。二是企业租赁后,多数职工认为厂长与他们再也不是平等互利的关系了,因而导致大多承租者与职工的关系趋于紧张。其原因:(1)随着企业经济效益的提高,承租者的个人收入越来越高,而职工收入的增长远低于承租者,二者之间的差距越来越大。(2)职工群众对租赁经营这一形式不理解,很多职工认为自己也被当作租赁对象租给了承租者,成了受剥削的对象。(3)个别承租人借此机会招进了一些“关系人”,并为其安排了较好的工作,引起了职工群众的不满。

The reasons are as follows: (1) With the improvement of the economic efficiency of enterprises, the individual income of the lessee is getting higher and higher, and the growth of the employee’s income is much lower than that of the lessee. The gap between the two is increasing. (2) The employees do not understand the form of leasing operation. Many employees think that they have also been leased to the renter as the object of leasing and become the object of exploitation. (3) Individual tenants took the opportunity to recruit some “relationships” and arranged better jobs for them, which caused dissatisfaction among the workers and staff.
