2013年11月5、6日,国际民航组织(ICAO)与中国民用航空局在北京共同举办低成本航空运输研讨会,与会嘉宾就低成本航空发展的现状和趋势进行了广泛研讨。加之此前,发改委和民航局联合下发《关于完善民航国内航空旅客运输价格政策有关问题的通知》,对旅客运输票价实行政府指导价的国内航线均取消票价下浮幅度限制,引起了公众和媒体对低成本航空模式的广泛关注。低成本航空未来几年在我国快速发展将是不争的事实,但目前来看来仍不具备支撑低成本航空运营模式大规模推广的外部条件,各方仍需科学、理性、客观地看待。
On November 5 and 6, 2013, ICAO and China Civil Aviation Administration jointly held a seminar on low-cost air transport in Beijing. Participants held extensive discussions on the status and trends of low-cost aviation development. In addition, the NDRC and Civil Aviation Authority jointly issued the Circular on Issues Concerning the Improvement of Domestic Air Passenger Transport Pricing Policies for Civil Aviation, which eliminated restrictions on flotation prices for domestic airlines that implemented government-guided prices for passenger transport fares, causing public and Media attention on low-cost aviation model. It is an indisputable fact that low-cost aviation will develop rapidly in China in the coming years. However, it still does not have the external conditions for supporting the large-scale promotion of low-cost aviation operation mode. All parties still need to treat it scientifically, rationally and objectively.
