近年来,由于矿区环保和建设成本控制的原因,国外一些著名的大型工程纷纷采用工厂模块化建造。我国由于技术工人数量和成本优势、大型建造场地的设施齐全、起点高、可选择性多,基础设备配套完善,在工厂模块化建设方面,优势逐渐显现,竞争能力大幅提高。国内的建造企业通常是自己总包管理。提供场地、大型设备和部分管理支持,施工分包给小的公司或者承包商。而小的承包商又把部分具体的作业,单个施工作业(如焊接)承包给更小的施工队。加上大型涉外项目业主一般都要建立自己的质量控制团队,这样实际上存在多个层次的质量管理。而实施管理的具体人员来自不同的施工主体。如何加强多层次的质量管理,细化质量管理的执行措施,提高管理水平,是我们需要进一步提高竞争力的前提。
