近年来全国各地“城中村”改造进程加快,由于城中村改造涉及政府、开发商、原住村民乃至外来租客等多方利益难以协调,往往成为地方政府工作中的突出难点。如果能借鉴国内外成功经验,通过“溢价捕获”、“公私合作”、“区段征收”和“市地重划”等政策工具,创新我国城中村改造模式,不仅可以实现集体建设用地入市后同地、同权、同价,达成政府、业主、开发商、租户等多方共赢,还将有助于抑制房价,为地方政府创造新的税源,为流动人口提供可支付住房,从而推动社会建设,公共服务和财税体制的联动改革。
