如何将外在于课程的土家族的课程资源,转化成内在于课程的土家族课程资源?课程资源的开发尤为重要,然而最突出的问题在于资金和人力不足。解决资金不足和智力资源不足的问题需要政策保障,具体思路就是“三跨”:跨省,跨民族,跨学科。“三跨”解决了土家族文化课程资源开发面临的最大问题,从而为对土家族文化进行教育学筛选和加工扫清了障碍,给渝东南土家族课程资源开发提供了政策保障。土家族地方课程的开发对地方文化资源起着系统化的作用,有利于形成渝东南土家族特有的人文精神风貌。
