1现状分析目前供电企业对用电客户提供以下几种催费方式:人工送达欠费通知单、手机短信(有线电视)等电子化手段点对点发送催费信息、停止供电等。以辽宁省为例,2014年至2016年4月,每月月均欠费户数为400万户左右,需现场张贴欠费通知单或发送电子化催费信息。每月月末仍有约12万户不能交清欠费,供电企业将对其停止供电。国网沈阳供电公司设计了《居民客户电费告知服务方式问卷调查》,通过对555份有效问卷的数据统计看,未接到电费通知单占37.6%,个人原因延迟交费占
