印度发展远程教育是印度解决高等教育巨大需求的重要举措之一。通过多年的探索,印度如今不仅发展建立了国家开放大学,同时还建立了13所邦立开放大学。印度许多普通院校为满足教育者的需求,也开设或提供了远程教育课程和专业。在全国多级办学和繁杂的远程开放教育活动中,印度正在不断地协调发展、统筹规划远程教育的正常运行、通过理顺各类关系、发展国立、邦立各具特色的远程开放教育,并使国家、地方开放大学在不同领域充分发挥其教育特有的功能。本文拟通过对印度远程教育发展历程的全面分析,考证建立国家开放大学的意义,特别是希望同行能够从印度发展远程开放教育过程中的不断反思、修正和调整中获得启示。本文也希望通过印度走过的路程和有过的教训提醒我们去思考中国发展远程教育中存在的问题,通过问题研究,为发展建立中国特色的开放大学提供借鉴。
Developing distance education in India is one of the important measures in India to solve the huge demand of higher education. After years of exploration, India not only has now developed and set up the state open university, but also established 13 state open universities. Many colleges and universities in India also offer or offer distance learning courses and majors to meet the needs of educators. In the nationwide multi-level schooling and complicated open and distance education activities, India is constantly coordinating its development and making overall plans for the normal operation of distance education. By straightening out all kinds of relations, India is developing its own distance and open education with distinctive features. The national and local open universities should give full play to their education-specific functions in different fields. This article intends to gain a glimpse of the significance of establishing a national open university through a comprehensive analysis of the development of distance education in India and in particular, I hope my colleagues can gain inspiration from the continuous reflection, revision and adjustment in the process of developing distance and open education in India. This article also hopes to remind us to think about the problems existing in China’s development of distance education through the distance traveled and lessons learned from India and to provide reference for the development of an open university with Chinese characteristics through research on issues.
