“国以粮为本,民以食为天”“手里有粮,心里不慌”是古今人士的至理名言,阐明粮食在人民生活、国民经济中的重要地位。关于粮食安全,党中央十分重视,在“十五”计划的建议中提出了“建立符合我国国情和社会主义市场经济要求的粮食安全体系”问题,以确保粮食供求平衡,满足人民对粮食消费的需要。就全国而言,粮食产购销储存在着地区间、品种问的不平衡,必然进行余缺调剂,它的惟一手段就是借助载体——运输工具来实现。笔者就粮食运输与粮食安全谈点看法。 一、保证粮食安全的必备条件 1.要有足够的可调动、使用的粮源 粮食问题一直是各方关注的重点,旧中国 “Food-oriented country, food for the world” “food in hand, not panic” is the wisdom of ancient and modern people’s wisdom, to clarify the important position of food in people’s lives and the national economy.
