“两为主”政策的提出体现了国家在流动儿童教育问题上的立场和决心,各地“两为主”政策的实施大大改善了流动儿童受教育的环境,有力保障了流动儿童义务教育权利的实现。但是,仍有相当比例的流动儿童没有进入公办学校,依然选择留在打工子弟学校,此种“择校”行为体现了流动儿童家长对打工子弟学校的刚性选择倾向。本文基于对北京市部分流动儿童家长的实证调查发现:“借读费用太高”、“所需证件难办”、“附近公办学校不收”是造成此种倾向的主要原因。本文分析指出,流动儿童选择留在打工子弟学校是其家长弱势的社会经济地位的反映,只有改变此种弱势的境遇才能从根本上实现“两为主”政策的目标。
The formulation of the “two principals” policy embodies the state’s position and determination on the issue of migrant children’s education. Based on the empirical investigation of some parents of migrant children in Beijing, this article finds that “the borrowing costs are too high”, “the necessary documents are difficult to handle” and “the nearby public schools do not accept” are the main reasons for this tendency . The analysis of this article points out that the choice of migrant children to migrate to migrant children’s schools is a reflection of the disadvantaged social and economic status of their parents. Only by changing such a weak situation can we fundamentally achieve the goal of a “two-oriented” policy.
