各区、县人民政府,市府直属各单位: 今年三月十二日,李鹏总理在全国植树造林表彰动员大会上作了题为“同心协力,绿化祖国”的重要讲话(已刊登于三月十三日各报刊),充分表达了党和国家对植树造林、绿化祖国的高度重视和决心。“讲话”不仅表彰了前十年的绿化造林成就,而且是后十年工作的动员令,各级政府和各个部门都要认真学习、宣传和贯彻李鹏总理的讲话,进一步动员全市人民掀起造林绿化高潮,搞好我市造林绿化事业。在学习和贯彻中,要注意结合本地区、本部门的实际做好以下几项工作:
