按《吉林省人民政府关于推进集体林权制度改革的意见》要求,2009年通榆县启动集体林权制度改革,以后逐步推开,现已基本完成明晰产权、落实经营主体的改革任务。但是,集体林权制度改革是对林农林权利益的大调整,导致林权主体多元化,林业生产精细化,林业管理复杂化,而源于基层的本次改革还未得到法律、法规、体制、机制的及时改善配套的必要支持,出现了涉林矛盾纠纷增多、林木资源保护压力大、林地使用费征收难等系列问题,影响了林业和谐发展和生态文明建设,急待加以解决。
According to the requirements of “Jilin Provincial People’s Government’s Opinions on Promoting the Reform of Collective Forest Tenure System”, in 2009 Tongyu County initiated the reform of collective forest tenure rights system and gradually opened it. It has now basically completed the clarification of property rights and implementation of the reform tasks of the management entities. However, the reform of the collective forest tenure system is a major adjustment of forest farmers’ rights and interests, leading to the diversification of forest tenure rights, elaboration of forestry production, and complexity of forestry management. However, this reform from the grassroots level has not been approved by laws, regulations and institutions And the necessary support for the timely improvement of the mechanism. A series of problems such as the increase of conflicts and disputes over forests, the pressure of forest resources protection and the difficulty of collection of forest land use fees have emerged and have affected the harmonious development of forestry and the construction of ecological civilization and are urgently to be solved.
