为满足应急救援,提高公共服务,进行有效的电梯监管,全国各地开展了电梯应急处置服务平台建设。本文认为电梯应急处置服务平台既不是政府服务,也不是企业服务,而是一种社会化服务。平台的社会化服务性质,明确了平台建设和管理中的各方的角色和责任,平台不应该是政府一家的事情,政府发挥平台中监管主体作用,企业发挥好主体责任,公益机构发挥好社会服务作用,政府、企业和公益机构各司其责,从而达到提高电梯应急处置能力,发挥社会监督和市场优胜劣汰机制,落实企业主体责任的目的。在此基础上,初步探讨和分享了由公益性组织作为建设管理的主体模式的资金、技术、队伍建设方面的经验。
In order to meet the emergency rescue, improve public services and carry out effective elevator supervision, the construction of emergency service platform for elevators has been carried out all over the country. This paper argues that the elevator emergency service platform is neither a government service nor a business service, but a social service. The social service platform of the platform clarifies the roles and responsibilities of all parties involved in the platform construction and management. The platform should not be a matter for the government. The government should play the role as the main body of supervision in the platform. Enterprises should play their main responsibility and the public welfare agencies should give full play to their roles in society Service, government, enterprises and public welfare agencies have their own responsibility, so as to achieve the ability to improve the emergency handling of elevators, social supervision and market survival mechanism of the fittest, the implementation of the main responsibility of enterprises. On this basis, we have initially discussed and shared the experience of funds, technology and contingent building by public welfare organizations as the main mode of construction management.
