医疗费中药品费用所占比例高是当前医院经济管理的矛盾之一。据卫生部统计资料:1986~1993年财政对医院的差额拨款年平均增长率为5%,尚不足同期物价增长指数的一半。国家财政补贴一般只占职工工资的10%左右。医院经济补偿制度不完善,迫使医院“以药养医”,造成收入结构不合理(医院收入60%以上靠药品)。一些医院为了生存,就出现了乱开药、开大处方的情况。同时药品价格缺乏宏观控制,药厂为获取更大利润,频频改换包装而使药品涨价,“三资产品”可自行调价而失控,进口药品过多过滥,药
The high proportion of medical expenses in medical expenses is one of the contradictions in current hospital economic management. According to the statistics of the Ministry of Health, the average annual growth rate of the differential funding for hospitals from 1986 to 1993 was 5%, which is still less than half of the price growth index of the same period.
