基层企事业单位档案管理工作存在的普遍问题,主要表现在领导重视程度不平衡,档案室条件较差,档案员身兼数职等方面,建议采取提高认识明确分工、建立健全管理机制、强化宣传培训、做好收集管理、加强设施建设等办法,解决这些问题。《中华人民共和国档案法》第十三条规定:企事业单位的档案机构,“应当建立科学的管理制度,便于对档案的利用;配置必要的设施,确保档案的安全;采用先进技术,实现档案管理的现代化”。基层企事业单位的档案管理工作,应该按照《档案法》及其《实施办法》等各项法规的要求,推进档案工作的规范化、标准化建设,实现档案管理的现代化。
