非政府国际组织是指各国民间的团体、联盟或个人,为了促进在政治、经济、科学、文化、宗教、人道主义及其他人类活动领域的国际合作而建立的一种非官方的国际联合体。在一些时候,各国政府也可以参加非政府国际组织成为会员,但其政府权力禁止在组织内行使。随着全球化进程的不断发展,非政府国际组织的影响力也不断增强。其活动范围日益广泛,作用也越来越大,在国际事务中发挥着积极重要的作用。本文指出非政府国际组织是国际事务的参与者,对其在国际法上的地位的探讨和研究具有重要的意义。
Non-governmental organizations (NGOs) are unofficial international consortia established by non-governmental groups, alliances or individuals of all nations to promote international cooperation in the political, economic, scientific, cultural, religious, humanitarian and other human activities. At times, Governments may also join non-governmental international organizations as members, but their governmental authority prohibits the exercise within the organization. As the process of globalization progresses, the influence of non-governmental international organizations has also been continuously enhanced. Its scope of activities is becoming increasingly widespread and its role is becoming greater and greater, playing an active and important role in international affairs. This article points out that non-governmental international organizations are participants in international affairs and are of great significance to their discussion and research on the status of international law.
